For the business scope of CRLIO covers a large number of business entries, its Integration Division has the command of all the businesses within Miaoli County, Taichung County & City, Nantou County, Changhua County, and Yunlin County suitable for labor inspections regulated by “The Labor Safety & Health Law” and “The Labor Standards Law” except construction, quarrying, and manufacturing business.
Business Entries of The Integration Division
- Article No. 4, The Safety & Health Law suits the following business entries:

Giving Inspections Related to Safety & Health
- Business entries with higher danger occurring rate within those suitable for The Labor Safety & Health Law: Storage, Transportation, Fishery, etc. Business entries with higher serious-danger occurring rate are Gas, Medical Treatment Service, Accommodation and Eating-Drinking, and Laboratory. Choosing the above-mentioned business entries as the key entries for giving inspections, and including them into the yearly special inspecting projects.

Labor Inspection Laws and Regulations:
- The Labor Inspection Law: Regulations mainly regarding scope of labor inspections, organizations proceeding labor inspections, labor inspectors, filling-in inspecting organizations & filling-in inspectors, inspecting procedures, etc.
- The Labor Standards Law: Labor condition matters mainly about labor hours, wages, rests, holidays & vacations, child labor & female labor, professional suffering compensation, etc.
- The Labor Safety & Health Law: Matters mainly about safety & health facility standards, safety & health education & trainings, special child labor & female labor care, contracting/sub-contracting management, labor safety & health working rules, etc.

Principles of Selecting Enterprises for Inspections
- Enterprises should receive inspections:
(1) Occurring significant professional sufferings
(2)Working conditions, safety & health, employment services, etc. not conforming to laws and regulations, and being stated, appealed, or reported
(3) Verifications or inspections applied by dangerous working places
(4) Other entries needing inspections for policy requirement
- Enterprises should receive special inspecting projects:
(1) Enterprises listed in the “Public Safety Maintaining Program” (Fuel Gas Safety Control, Large-Scaled Hospitals & Accommodation and Eating-Drinking Service, and Large-Scaled High-Pressure Gas Facilities)
(2) Limited working space special inspecting project
(3) Working condition special inspecting project
(4) Labor retirement pool preparing special inspecting project
(5) Enterprises given professional suffering (disease, disability, death) compensation by and registered in the Bureau of Labor Insurance, CLA, Executive Yuan
(6) Dangerous working place on-the-spot double-check special inspecting project
(7) Newly established business safety & health special inspecting project
(8) Other enterprises recognized by CRLIO as necessary
- Enterprises selected with priority for inspections:
In addition to the above-mentioned two inspecting entries, according to its manpower and budgets, CRLIO gives priorities to enterprises conforming to the following conditions for supervisions and inspections in terms of “Self-Planned & -Selected Entries”:
(1) Occurring accidents, such as fires, explosions, leakage, collapsing, falling down, electricity shocks, and lack of oxygen
(2) Enterprises showing significant drawbacks during previous annual working condition and safety & health inspections, once having significant professional sufferings, or being reported with concrete facts but not yet double-checked
(3) Bearing higher suffering occurring rate in the area under control
(4) Showing poorer working conditions in the area under control
(5) Factories in violation of rules and regulations being reported on the violation of labor-related laws and regulations
(6) Enterprises selected by the “Area Inspecting Projects”
(7) Enterprises recognized by CRLIO with other related authorities as necessary
(8) Others recognized by CRLIO as necessary
Weight-Bearing Points for Inspections
- Facilities, raw materials, materials, chemicals, gas, vapors, powder & dust, etc. at working places bearing the possibility of harming laborers, and not conforming to the standards of crucial safety & health facilities or crucial measures. (Implemented according to “2003 Labor Inspecting Principles” (Lao-Chien 1 Tzu 0910035135), and “Immediate Danger Identifying Standards Regulated by Article No. 28, The Labor Inspection Law ” (Lao-Chien 4 Tzu 0910065775) declared by CLA, Executive Yuan on July 9 2002 and December 31 2002 respectively. ) 【 Article No. 5, The Labor Safety & Health Law 】
- Those working places pointed out by the central superintendent authorities but failing to carry out regulated working environment tests; failing to label dangerous objects and harmful objects and failing to clearly state necessary safety & health points for attention. 【 Entry No. 1, Article No. 7, The Labor Safety & Health Law 】
- Those employers or on-the-spot supervisors not having their laborers stay at somewhere safe when immediate dangers might occur at working places. 【 Article No. 10, The Labor Safety & Health Law 】
- Laborers not periodically receiving health checks; those who do not make health check handbooks, do not keep check records, do not have qualified doctors to check, or do not pay for health check expenses. 【 Item No. 2, Entry No. 1, Article No. 12, The Labor Safety & Health Law 】
- Those who do not carry out safety & health control, do not organize labor safety & health organization personnel, do not draw up auto-inspecting projects, or do not proceed auto-inspections according to laws and regulations. 【 Article No. 14, The Labor Safety & Health Law 】
- Those who do not give laborers necessary safety & health education and trainings in terms of works and suffering preventions. 【 Entry No. 1, Article No. 23, The Labor Safety & Health Law 】
- Those who do not draw up adequate safety & health working rules, do not submit the rules to CRLIO for verification, or do not declare and carry the rules out according to laws and regulations. 【 Entry No. 1, Article No. 25, The Labor Safety & Health Law 】
Principles of Matter-Handling after Inspections
For enterprises violating labor-related laws and regulations, the following procedures will be taken respectively by the government offices in accordance with different situations:
- Entirely Suspending:
Inspecting organizations must inform enterprises to entirely suspend their current works when professional sufferings are about to occur or have already occurred to prevent sufferings from occurring or being worsened.
- Partially Suspending:
Inspecting organizations must inform enterprises to partially suspend their current works when violating labor safety & health laws and regulations, failing to improve by given deadlines, or professional sufferings about to occur or having already occurred.
- Correcting or Improving (within a time limit):
In addition to the above-mentioned situations, inspecting organizations can inform enterprises to correct or improve the drawbacks found within a time limit if enterprises violate general working conditions or have poor labor safety & health facilities.
- County/City Government Fining:
Enterprises violating general working conditions or having poor labor safety & health facilities and supposed to be fined by County/City governments should be fined accordingly.
- Being transferred to courts:
Enterprises seriously violating working conditions or having poor labor safety & health facilities should be transferred to courts for administrative penalties.
