What Are We Doing For You
In order to protect the laborer's safety, health, and reasonable working conditions in terms of labor employment, CRLIO aims to implement a “Three in One” project consisting of labor inspection proceeding, related law/regulation/policy announcing and promoting, and consultation providing in accordance with “The Labor Inspection Law”, “The Labor Safety & Health Law”, “The Labor Standards Law”, “The Employee Welfare Fund Law”, “The Labor Insurance Act”, and other labor laws and regulations to safeguard the labor-capital rights and interests, and to advance the labor-capital harmony so that the labor productivity can be further enhanced, and the progress of the society and the development of the economy can be promoted as well.

Services & Measures We Provide You With
Labor Inspection Laws & Regulations
- General business safety & health inspecting and consulting services:
Focusing on the working places of general business (construction business excluded) to proceed general safety & health inspections and provide improving and consulting services.
- Preventing occupational diseases and ensuring the laborer's health:
Proceeding inspections and offering consultations regarding specific business operation, such as organic solvent, lead, dust, specific chemicals, noise, etc. to improve the laborer's working environment and safeguard their health.
- Dangerous machinery & facilities inspecting and consulting services
Proceeding inspections and offering consultations regarding dangerous machinery and facilities, such as boiler, pressure container, hoist, and elevator.
- Construction business inspecting and consulting services
Targeting at the construction works including buildings, bridges, roads, telecommunication sewers, and electric pipelines in the area under CRLIO's control to proceed major disaster-preventing inspections, dynamic inspections, public construction joint-inspections, self-inspecting supervisal, and construction business safety & health joint-inspections and provide consultations so that professional sufferings, such as falling down, electric shocks, etc. can be prevented.
- Safety & health announcing, promoting, and consulting services
In order to enrich the safety & health knowledge possessed by enterprises and laborers, to make safety & health measures workable, and to prevent professional sufferings, various announcing, promoting, and consulting services are currently being carried out.
- Providing on-line CRLIO affairs introduction, labor laws and regulations inquiry, various professional suffering cases, related data, form download, and other service stops.
- Appeals and statements investigating and handling
Giving the first priority to the laborer's appeals and statements, protecting the laborer's rights and interests, and maintaining the labor-capital harmony so that the laborer's rights and interests can be safeguarded, and the trust in CRLIO from the laborer and enterprises can be obtained as well.
- Professional sufferings inspecting and handling:
Carefully investigating the factors causing professional sufferings and strictly inquiring into the responsibilities for professional sufferings. In addition to investigating the factors, the employer's responsibilities will be looked into, and the giving of compensation will be urged as well so that the rights and interests of the suffering laborer's family members can be safeguarded.
- Collaborating with CLA on carrying out some matters needing attention in terms of the laborer having major or specific professional sufferings and the condolences given to her/his family – grasping the time, accurately filling up forms, such as “Professional Suffering Quick-Report” and “General Information of Laborer Having Professional Sufferings”, and then passing the forms over to the Department of Labor Welfare (CLA) for implementing condolence-related matters so that not only the livelihood but also the self-sustaining matters of the suffering laborer and her/his family can be taken care of.
- Establishing the Labor Service Center :
(1) Appeals for enterprises' violation of labor laws and regulations
(2) Labor inspecting consultations and services
(3) Dubious interpretation explaining and suggesting in terms of labor laws and regulations
(4) Matters related to labor organizations, education, welfare, employment counseling, job training inquiry, and job recruiting & transferring services
(5) Others services related to labor inquiries and appeals
- Self-management reviewing and inspecting:
(1) Guiding enterprises to establish self-managing mechanisms, promoting enterprises' overwhelming safety & health inspecting abilities, making on the spot labor safety & health auto-inspecting works practicable.
(2) Guiding enterprises to establish a managing system based on initiative and proactive characteristics and equipped with plans, objectives, constantly improving mechanisms, and spontaneity.
- Post-inspection consulting and guiding mechanism receiving applications from inspected enterprises.
Providing already inspected enterprises with consultations and guidance, helping them with solving problems and relieving discontent. Furthermore, urging and supervising enterprises to act up to related laws and regulations, and to proactively make improvements in safety and health works so that the self-management can be effectively put into practice, and the enforcement of labor laws and regulations can be thoroughly implemented.
Standards of Our Services
- According to the priority principles of selecting enterprises for inspections stated in the “Annual Labor Inspecting Guidelines” proclaimed by CLA, an inspecting plan should be made, and a timetable should be drew in accordance with CLA's dynamic inspection project. After submission and verification, both the plan and the timetable should be delivered to related superintendents, and adequate inspectors should be sent out accordingly.
- Visiting enterprises and proceeding inspections in accordance with the “Labor Safety & Health Inspecting Procedures” regulated by the “Labor Inspecting Operation Standards” drew by the Department of Labor Inspection (CLA) and other inspecting and verifying standards.
- Giving the first priority to people's applications:
Any case involving with people's rights and interests, enterprises' work-returning inspections or dangerous machinery and facilities inspecting applications must be filed, followed up, and closed in a limited period of time.
- Rapidly dealing with statements delivered:
No matter a statement or appeal is delivered in person, by phone, post, or e-mail, as long as essential information, such as real names, ID Card numbers, phone numbers, address, etc. is enclosed, inspectors should be promptly sent out to proceed inspections. Furthermore, the above-mentioned statements or appeals must be filed, followed up, and closed in a limited period of time. The identity of the person must be absolutely confidential.
- Friendly and effective services:
(1) Providing safety & health related information (books, video tapes, disks included) for enterprises to come to the Labor Service Center to use/borrow if required.
(2) When discovering violation during inspections but enterprises fail to know how to deal with it, inspectors need to not only give detailed instructions and explanations, but also actively provide related information for referring to.

- Continually diminishing professional sufferings:
(1) Keeping records of highly dangerous businesses and operations in accordance with the yearly suffering-diminishing objectives made by CLA, holding announcement/promotion seminars, and then proceeding “Special Project” inspections.

Proactively participating in broadcasting interviews to make more audience, i.e. laborers or the general public, realize the importance of safety and health, and to expand the existing service level from spots to planes instead of using the old promotion measures, gathering people in charge of enterprises or representatives together for instance.
- Promoting the labor inspecting information system:
Facing up to the coming of an e-government and proactively promoting the information-based labor data. Furthermore, by compiling and analyzing the statistics of inspection results, the weight-bearing points and strategies of labor inspections can be drafted, and by making the most efficient use of limited inspecting resources, professional sufferings can be therefore diminished.
